Program Development can be defined as the process followed on major capital transit projects from inception to completion.

Steve Greene & Associates has assisted several agencies with Program Development and fully understands all parts necessary to create a successful project.   Program Development has three distinct characteristics; Procedural, Technical, and Political.

Procedural
There never seems to be enough time to get everything done; Steve Greene & Associates can help.   Steve knows through practice the steps necessary to secure federal funding including the New Starts process, Requests to Enter Preliminary/Final Design, Technical/Financial competency ratings, OST and OMB review, and the coveted Full Funding Grant Agreement.

Technical
What mode is the "right" mode?   Should we be using bus rapid transit (BRT), light rail(LRT), or streetcar?   What are the limitations of each mode, will if fit within the corridor I have?   How much does it cost?   These questions are considered by all transit agencies as they migrate from a bus system to the next level.   Steve Greene & Associates understands the different modes and can provide the answers necessary for decisions to be made.

Political
The political dynamics of any major capital transit project are different with each city.   A transit agency must be able to educate the public, city councils, State agencies, and transit boards on the value of any given transit project.   Steve Greene & Associates has provided this service by giving agency staff the tools necessary to successfully explain the specifics of the project, show the importance of each project element, and demonstrate the project's value to the community by using relevant national examples.
