Program Development can be defined as the process followed on major capital transit projects from inception to completion.

Procedural

Political
The political dynamics of any major capital transit project are different with each city. A transit agency must be able to educate the public, city councils, State agencies, and transit boards on the value of any given transit project. Steve Greene & Associates has provided this service by giving agency staff the tools necessary to successfully explain the specifics of the project, show the importance of each project element, and demonstrate the project's value to the community by using relevant national examples.
